Invitations suspended until June 30, 2025
The Quebec Ministry of Immigration, Francisation and Integration (MIFI) has announced a shift in its immigration strategy with the implementation of the new Skilled Worker Selection Program (PSTQ).
Replacing the longstanding Regular Skilled Worker Program (PRTQ), the PSTQ introduces a more streamlined and targeted approach to attracting skilled professionals to the province.
Designed to align with Quebec’s workforce needs, the PSTQ operates on a four-component framework, covering diverse skill sets and qualifications. The components are as follows:
The program is integrated into Quebec’s declaration of interest immigration management system. Applicants must first complete a declaration of interest, and those whose profiles match Quebec’s specific criteria may receive an invitation to apply for permanent selection, according to the Quebec government.

Despite the change, individuals who submitted applications for permanent selection under the PRTQ prior to Nov. 29, 2024 and those who have been invited, will not be affected by the transition. These applications will continue to be processed according to the previous program’s requirements.
However, a temporary suspension on new invitations has been enacted and will remain in place until June 30, 2025, at the latest. Quebec previously said it is freezing two immigration streams as it looks to control population growth in the province.
“When they resume, the persons invited will be invited under the PSTQ,” stated MIFI.
Quebec has also made a change with the declaration of interest. Those who expressed interest in immigrating to Quebec before Nov. 29, 2024, must now update their declarations to align with the new program requirements. This step is essential for consideration when invitations resume.
Previously, Quebec amended the rules around a foreign national’s practice of profession in the province and the validity of their declaration of interest to settle in the province. In 2023, Premier François Legault introduced strict requirements mandating nearly all immigrants to Quebec to be able to speak and write in French.
