MOM sees high compliance rate for PWM compliance

The Ministry of Manpower has reported a high compliance rate among employers who are under Singapore's Progressive Wage Model (PWM).

Only three employers received enforcement action from the ministry over the past three years, according to MOM.

"They were very non-compliant with the PWM requirements despite several rounds of engagements," MOM said in response to a Parliamentary question.

Singapore's Progressive Wage Model is a scheme that helps increase the wages of workers through upgrading skills and improving productivity.

It covers a variety of sectors and occupations across the nation, including the retail sector, food services sector, administrators and drivers, and most recently, the waste management sector.

Retail, Food sectors compliance

MOM said it carried out over 4,000 inspections across the Retail and Food Services firms since it was expanded to these sectors in 2022 to identify non-compliance.

"Most of the employers were compliant with the PWM requirements, and those who had gaps rectified them after our intervention," the ministry said.

According to MOM, it takes an educational approach in the first instance to help employers comply with the PWM.

"Employers who need help with understanding the PWM can sign up for the Progressive Wages workshops organised by the Singapore National Employers Federation," it said.

It added that it will continue monitoring PWM compliance across sectors and will work with tripartite partners and the PWM sectoral leads to educate and help employers meet their requirements.
